The best plans don't always work.
SC health officials ran into problems this week as they opened vaccines to anyone age 70 or older.
Chronicle readers reported an online link to make a vaccination appointment did not work.
They told us a phone number was not answered when they called. 
We asked DHEC for an explanation.
What we received didn't quite answer the question.
Media representative Laura Renwick said, "DHEC's Care Line, which can assist in providing phone numbers for calling locations and scheduling appointments, is expected to continue to experience high call volume. 

"The number of locations currently able to schedule appointments for covid-19 vaccine is limited.
"South Carolina, like all states, has limited doses of vaccine. "As the federal government is able to distribute more and more doses to our state, more and more locations will begin to have doses available and be able to schedule more appointments." 
Information in a locator map on the SCDHEC.gov site is provided with help from the SC Hospital Association and other vaccine providers, she said. 
The status of facilities on the map can change daily, and more locations will be added in the coming days. 

DHEC is also working to ensure locations are able to provide vaccine in rural and underserved areas. 
"We ask that you please check the vaccine locator map at SCDHEC.gov/vaxlocator regularly for updates,
Locations can change daily, based on vaccine availability. 
"We ask all South Carolinians please be patient as we work to make certain the limited doses of vaccine are provided 1st to those most vulnerable."
