West Columbia works towards utility rates, bonds changes

At its most recent meeting on April 1, West Columbia City Council gave unanimous first-reading approval to proposed changes in water and sewer rates and charges.

Currently, residents inside the city limits are charged a monthly or bi-monthly flat rate and are allotted a usage allowance. If they exceed 6,000 gallons of water during their billing period, they are charged an additional fee.

Commercial buildings are charged based on the size of the water meter and do not receive a usage allowance. These buildings are also charged an additional $3.85 per 1,000 gallons used.

Buildings outside the city limits but still under the city's water system are charged more than the city rates and pay an additional $2 surcharge and a $10 hydrant fee per billing period.

Wastewater rates follow a similar structure. Residences in the city pay $36.40 and are allotted 3,000 gallons. If usage exceeds 6,000 gallons, they are charged an additional $3.40. Commercial wastewater charges are also based on the meter size, with no usage allowance. Regardless of flow, commercial properties pay an additional volumetric rate of $4.30.

All properties outside city limits are charged more than those inside the city limits.

The council is proposing a gradual rate increase beginning in fiscal year 2027 and continuing through fiscal year 2032. The peak increase would occur in 2030, with a $4.30 rise, followed by reductions in 2031 and 2032.

The current proposal would maintain existing utility rates through the next fiscal year, with gradual increases starting July 1, 2027, and continuing at the beginning of each fiscal year.

The proposal also includes changes to how rates are determined and charged for residential and commercial customers.

Additionally, the council gave unanimous first-reading approval to issue bonds of approximately $35 million to fund improvements to the water and sewer systems. This proposal follows the city's determination that an expansion of the water treatment plant, upgrades to the wastewater treatment facility and collection systems, and other capital improvements are needed.

The new bond would help finance these projects and also cover premiums on the city’s municipal insurance policy.

The bond amount would not exceed $35 million and would mature in 40 years, aligning with the projected timeline for replacing or upgrading the current water and wastewater systems.

A second reading is required before the proposed changes are officially approved.

A special-called council meeting is scheduled for April 21 at 6 p.m., while the next regularly scheduled meeting is set for May 6 at 6 p.m.
