Kinetic Fiber Internet has been issued a stop-work order by the Town of Lexington.
The company, according to a release from the town, is responsible for damaging multiple Dominion Energy gas lines that resulted in some residents of the Woodcreek neighborhood having to shelter in place on April 23.
The Woodcreek neighborhood is located near Augusta Road and I-20, not far from downtown Lexington. The release from the town said the shelter-in-place order was because of a 2-inch gas main break.
The stop-work order will remain in effect pending a meeting between the town, Dominion Energy and the Lexington County Fire Service. Next steps should be determined at that meeting.
“The Town will not tolerate actions that threaten vital infrastructure or disrupt the daily lives of our citizens,” Mayor Hazel Livingston said in the release. “Our focus remains on protecting public safety, preserving essential services, and ensuring the well-being of the community.”
Kinetic, headquartered in Little Rock, Ark., and formerly called Windstream Communications, is not the first company to be issued a stop-work order recently in Lexington.
Ripple Fiber was issued one after damaging Dominion Energy gas lines in the Woodcreek neighborhood in January 2025, the same neighborhood that was issued a shelter-in-place order yesterday after Kinetic's work.
The stop-work order for Ripple took about three months to be lifted.
"Following multiple meetings between the Town and Ripple, the parties reached an understanding on the necessary steps to move forward," according to a March 2025 press release from the town. "Ripple Fiber has committed to enhanced safety protocols and closer coordination with utility providers to ensure the protection of vital infrastructure."

"Under state and federal law, the Town of Lexington must allow telecommunications providers, such as Kinetic, access to right-of-way on an equal basis," yesterday's release from the town said. "However, the Town holds all providers accountable for adhering to safety standards and protecting vital infrastructure."
