The Capitol Hill assault was planned long before President Trump’s speech to supporters Jan. 6.
That, according to Sen. Lindsey Graham, undermines Democrats' allegations that Trump is guilty of “incitement to insurrection.”
The former President’s Democratic Party accusers say his speech was a call to storm the building.
Graham, a SC Republican, told Fox News, “There’s mounting evidence that the people who came to Washington pre-planned the attack before the president ever spoke.
“If you open up that can of worms, we’ll want the FBI to come in and tell us about how people pre-planned this attack and what happened with the security footprint of the Capitol. 
"You open up Pandora’s box if you call one witness,” Graham added, referring to calls for witnesses to testify against Trump at his impeachment trial
FBI affidavits filed show evidence of pre-planning and support charges of conspiracy against accused participants.
This reinforces an argument made by impeachment trial critics that participants couldn’t have been incited by the President if they had already planned and prepared to break into the Capitol building .
Trump said in his speech that “if you don’t fight like hell, you’re not going to have a country anymore.” 
His supporters say the former president appeared to be making a general reference to political activism and called on them to “peacefully and patriotically” make their voices heard to a joint session of Congress.
